Programmer Question

Hi,

i have two questions:

1) was HTML released and if yes, when?

2) is doctype HTML 5 in use? or is it better to use one of these:
- HTML 4.01 Strict,
- HTML 4.01 Transitional,
- HTML 4.01 Frameset,
- XHTML 1.0 Strict,
- XHTML 1.0 Transitional,
- XHTML 1.0 Frameset,
- XHTML 1.1
